The participants
of the meeting discussed several aspects of the bills submitted by People´s
Deputy Hryhorii Smitiukh (Reg. No. 9001) and the Cabinet of Ministers of
Ukraine (Reg. No. 9001-1).
The debaters stressed that the law on land market should consider not only economic, but also social aspects. "State support on the level of legislation is essential for farmers and mid-range producers, as it is the agrarian entities that support rural social infrastructure," said Mykola Bezuhlyi, First Deputy Minister of Agrarian Policy and Foodstuffs. At the same time, the law shall not violate the rights of big agrarian holding companies which deal with agrarian production and lease the land.
The participants of the meeting agreed that the land market must neither be created nor function beyond the state control. Therefore, the law should authorize a single public institution to perform transactions with the land plots.
The debaters focused on the marginal size of the land plot which can be in the ownership of one owner. Most speakers agreed that this rate should not exceed 200 ha.
Committee Chair Hryhorii Kalietnik informed that the committee will pass a final decision on September 20.
