Mykola Tomenko: Formation of the Budget-2012 should be Open

Deputy Chairman of the Verkhovna Rada of Ukraine Mykola Tomenko believes that formation of budget-2012 should be open.

 

The Deputy Chairman informed that only officials of the Cabinet of Ministers and representatives of regional administrations are forming the budget. "However, the entire system of local self-government and regional councils are left out," he admitted. According to M.Tomenko, if the budget is finalized and submitted to the Verkhovna Rada under these conditions, ‘it will be a budget for the officials, not for the country.´

 

It is not the first time that M.Tomenko drew attention to the fact that the budget-2011 overlooked the needs of local communities, and neglected several social and humanitarian projects. "In 2011, healthcare, education, physical culture, sports, and tourism were underfunded," he stressed.

 

The Deputy Chairman noted obvious disproportions in the financial support of the regions. "These deficiencies should be corrected, so that the budget would not divide the regions into ‘right´ and ‘wrong´ ones judging by the preparations for EURO-2012 or other political issues," M.Tomenko stated.
