During the Session Week on June 14-17, the Verkhovna Rada of Ukraine adopted 19 Laws and 19 Resolutions

The following Laws adjusted for the motions of the President of Ukraine were adopted:

 

1. "On Support of the Fiscal Measurement of Natural Gas." The Law states that natural gas shall be supplied on condition of its fiscal measurement: for the people living in apartments and detached houses using gas in complex, esp. for heating since October 1, 2011; for water heating and cooking since January 1, 2016; only for cooking since January 1, 2018; for other consumers since January 1, 2011. The cost of equipment with fiscal measurement tools shall be covered at the expense of economic entities supplying natural gas under a regulated tariff and\or distributing it in the relevant territory; or at the expense of the State Budget of Ukraine.

 

2. "On Amendments to the Code of Ukraine on Administrative Infringements" (re Strengthening of Responsibility for Pollution of Forests). The Law strengthens responsibility for the infringements envisaged by parts 3 and 4 of clause 105 of the Forestry Code, and clauses 72 and 73 of the Code of Ukraine on Administrative Infringements. Under the Law, damage to the forest inflicted by waste water, chemical substances, oil and oil products, industrial and public utility waste, waste products and garbage, which causes its drying or disease entails a penalty on the officials at the rate of fifty-eighty tax-free allowances; pollution of the forest entails a penalty on the citizens at the rate of ten-thirty tax-free allowances, and a penalty on the officials at the rate of thirty-seventy tax-free allowances.

 

 

The following Laws were adopted:

 

1. "On Pensions for Special Services to Ukraine" (re Mothers of Five and More Children). The Law authorized the commission for granting the pensions for special services to Ukraine under the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city state administrations to assign the pensions for special services to Ukraine to the mothers of five and more children who brought them up till the age of six, including the children adopted under the legally established procedure.

 

2. "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2011" (re Social Indicators of the Budget). The Law amends several basic indicators of the state budget.

 

3. "On Ukraine's Accession to the Convention on the Law Applicable to Traffic Accidents." The present Convention shall determine the law applicable to civil non-contractual liability arising from traffic accidents.

 

4. "On Ratification of the Loan Agreement (Enhancement of the Service Quality of Roads on Approach to Kyiv (Pan-European Transport Corridors) between Ukraine and the European Bank for Reconstruction and Development." The Loan Agreement (Enhancement of the Service Quality of Roads on Approach to Kyiv (Pan-European Transport Corridors) between Ukraine and the European Bank for Reconstruction and Development was signed on November 26, 2010 in Kyiv. Under the Loan Agreement, Ukraine is granted a loan in the total of EUR 450 million.

 

5. "On Amnesty in 2011." The Law releases the convicted for intentional crimes which are not grave or especially grave offenses under clause 12 of the Criminal Code of Ukraine, and for crimes of negligence which are not grave offenses from the penalty in the form of deprivation of freedom for certain term and from other punishments which are not connected with deprivation of freedom.

 

6. "On Amendments to several Legislative Acts of Ukraine to enhance the Procedure of the Title to Land Certification." The Law establishes responsibility of the officials for violating the terms of issue of a state certificate for the title of land, namely, a fine at the rate of twenty-fifty tax-free allowances. If the official who was subject to the administrative penalty commits similar actions within a year, a fine at the rate of fifty-two hundred tax-free allowances is imposed.

 

7. "On Amendments to the Law "On Veterinary Medicine" (re Production and Circulation of Veterinary Medicine). The Law excludes the provision from the Law "On Veterinary Medicine", whereby the economic entities shall obtain an exploitation permit for the facilities (objects) used for production, processing, storage and circulation of veterinary medicine and reproductive material.

 

8. "On Amendments to several Legislative Acts of Ukraine regarding Establishment and Activity of Farm Enterprises." The Law suggests revising the grounds (professional selection, conclusion of the subject panel in charge of establishment of farm enterprises, ample experience in agriculture, a required agricultural qualification) for the right for establishing a farm enterprise and obtaining a land plot for these purposes.

 

9. "On Amendments to Several Laws of Ukraine" (re Procedure of granting Aid to the Families with Children and Low-Income Sections of the Population, and Strengthening of their Social Security). The Law, submitted by the Cabinet of Ministers, extends the list of state aid recipients, namely, entitles the citizens looking after II category people with disabilities caused by mental disorders, and unwed mothers of children of age attending general education institutions to this type of aid. The bill amends the Laws "On State Social Aid to Low-Income Families" and "On State Social Aid to the Families with Children."

 

10. "On Amendments to several Laws of Ukraine regarding the Activity of Research Parks." The Law regulates economic activity of research parks, determining the legal entities granted the state assistance in the implementation of the research parks projects as envisaged by the effective Law "On Research Parks." The bill also specifies the principles on lease rights for the property of higher educational establishments and/or research institutions.

 

11. "On Amendments to Clause 48 of Mining Code of Ukraine" (re Social Security of the Personnel of the Coal-Mining Enterprises). The Law specifies the privileges for the retired miners, pensioners and their family members regarding free supply of coal or compensation for the heat, electrical energy and gas supply. The document guarantees the right for a free supply of coal for the domestic needs of families of pensioners or people with disabilities who died of common illnesses (and who had the above-mentioned privilege), and also for the individuals receiving pension in connection with the loss of a breadwinner.

 

12. "On Registration and Technical Inventory of the Objects of Immovable Property, the Title to which is subject to State Registration." The Law sets the legal and organizational principles of activity of the local self-government bodies as to registration and technical inventory of the objects of immovable property, the title to which is subject to state registration.

 

13. "On Market Supervision and Production Control." The Law offers a legal and organizational basis for the market supervision and production control in the activity of the relevant state bodies to provide safety quality of market goods and alter the state supervision over the standards observance.

 

14. "On Amendments to Clause 1 of the Law "On Protection of Childhood" (re Families with Many Children). The document states that a family with many children is a family where spouses are in legal matrimony, live together and raise three or more children, or one mother or one father who lives separately and raises three or more children.

 

15. "On the Council of Ministers of the Autonomous Republic of Crimea." The Law defines the Council of Ministers of the Autonomous Republic of Crimea as a Government of the Autonomous Republic of Crimea and supreme body in the system of the executive bodies of the Autonomous Republic of Crimea.

 

16. "On Amendments to Several Legislative Acts of Ukraine in connection with the Ratification of the Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters." The primary goal of the document is to implement the provisions of the Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters. The bill arranges the conditions for effective cooperation between the courts and law-enforcement agencies in crime investigation.

 

17. "On Amendments to Clause 17-1 of the Law of Ukraine "On Electrical Power Engineering" (re Promotion of Engineering of Electrical Power from Alternative Sources). Under the Law, the policy of promoting engineering of electrical power from alternative sources is applied, provided since January 1, 2012 the relative weight of raw materials, materials, capital assets, works and services of Ukrainian origin in the cost of construction of a respective electrical power engineering facility, which produces electrical energy with the use of alternative energy sources, totals at least 15 per cent, since January 1, 2013 - 30 per cent, and since January 1, 2014 50 per cent. 

 

18. "On Amendments to the Law of Ukraine "On the Principles of Functioning of the Natural Gas Market" (re Gas Producing Enterprises). Under the Law, clause 10 of the effective Law is supplemented with the provision, whereby the subject authorized by the Cabinet of Ministers of Ukraine to form the resources of natural gas used for public needs and its member companies have the right to export commercial gas in the volume defined by the budgeted balance sheet and division of the natural gas in Ukraine, under the order established by the central executive body in charge of implementation of the state policy in the oil and gas sector.

 

19. "On Production Distribution Agreement" (re State Guarantees). Under the Law, "the state guarantees that rights and obligations of the investors defined by the production distribution agreement, are subject to the legislation efficient in the moment the agreement was concluded, except for legislation that reduces the rates of taxes or charges or cancels them, simplifies regulation of economic activity regarding investigation and extraction of mineral resources, alleviates state supervision (control) in the economic sector or modifies responsibility of the investor, which is applicable since the moment of enforcement.

1. "On Celebration of the 90th Anniversary of Dmytro Lutsenko."

 

2. "On Amendments to the Resolution of the Verkhovna Rada of Ukraine "On Establishment of the State Museum-Archive of the Folk Culture of Ukrainian Polissia."

 

3. "On Dismissal of Yu.O.Plaksiuk from the Office of the Head of the State Committee for Television and Radio Broadcasting of Ukraine."

 

4. "On Appointment of O.V.Kurdinovich to the Office of the Head of the State Committee for Television and Radio Broadcasting of Ukraine."

 

5. "On Preliminary Report of the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine to investigate Circumstances of Signing of Gas Contracts between National Joint - Stock Company "Naftogaz of Ukraine" and OJSC "Gazprom" regarding Acts of Treason in the Sphere of the Economic Security of Ukraine."

 

6. "On Amendments to the Resolution of the Verkhovna Rada of Ukraine "On Election of Heads, Deputy Heads, Secretaries, and Members of the Committee of the Verkhovna Rada of Ukraine of the Sixth Convocation, and Election of the Head, First Deputy Head, Deputy Heads, Secretary, and Members of the Ad Hoc Supervisory Panel of the Verkhovna Rada of Ukraine on Privatization."   

 

7. "On the Nation-Wide Celebration of the 360th Anniversary of Battle of Berestechko."

 

Several resolutions on appointment and dismissal of judges were passed.

Several bills were adopted as a basis, recommitted, rejected or withdrawn.
