The Committee on Social Policy and Labour recommends the Verkhovna Rada to recommit the Bill on National Qualification System

The bill (Reg. No8726) submitted by O. Shevchuk, Ya. Sukhyi, V. Kutylo suggests implementation of national system of qualification, aimed at formation of single, integral, open and flexible system of qualifications hat would cover all the rates and types of primary, secondary, professional-technical, higher and postgraduate education. The bill introduces new terms "national system", "national framework of qualifications", "education during life", "credit", "descriptor of qualification rate."

The Committee members upheld the legislative initiative in general though mentioned that there is an already formed model of education in Ukraine and it functions, it envisages gaining qualification for citizens among the variety of specializations and national system of professional qualifications. Taking into consideration the fact, People´s Deputies are convinced that introduction of legislative initiatives regarding amendments and implementation of legal notations require ate least their correlations with the effective norms in this sphere and exclusion of ambiguous provisions in the sphere of the revisions etc.

People´s Deputies declared that adoption of the bill in a given version would lead to numerous collisions in the course of use of its principles.
