Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, met the board of delegations of supreme bodies of financial control of CIS member countries.

 

In the beginning of the meeting, V.Lytvyn stressed that CIS member countries managed to arrange necessary conditions for a mutually beneficial cooperation in line with the national interests of CIS member states. The Head of the Parliament noted that Ukraine had recently boosted its participation in CIS.

                                                                                         

Talking about the work of supreme bodies of financial control of CIS member countries, V.Lytvyn declared that our countries "are in a transitory state, in a single frame of reference." The Chairman of the Verkhovna Rada of Ukraine stated that Ukrainian Parliament and the Accounting Chamber ‘completely understand each other.´ He hopes that this institution should be a supreme body among the financial control institutions, the number of which ‘should be cut down.´

 

The Head of the Parliament informed that candidacies for the office of Head of the Accounting Chamber of Ukraine are being considered. 

 

V.Lytvyn announced that the draft State Budget for 2012 will be presented at the parliament on September 15. The Accounting Chamber shall analyze the main provisions of the budget, and execution of the chief financial document in 2011.

 

The Head of the Parliament supposes that the Accounting Chamber plays an exceptional role on the eve of the parliamentary elections, as the number of populist bills grows during the election campaign, while their adoption might bear a negative economic impact. He reminded of the pending social commitments for the total of UAH 160 billion, which can not be fulfilled due to the lack of a required economic basis.

 

In his turn, Chairman of the Accounting Chamber of the Russian Federation Sergey Stepashin thanked for the high level of organization of the 11th Session of the Council of the Heads of Supreme Financial Control Bodies of CIS member countries, reminding that the council had been set up in 2001.

 

Mr Stepashin stressed that members of the board have no conflicts, while the Accounting Chamber of Ukraine ‘is an integral part of both CIS and Europe.´
