Adam Martyniuk supports Unification and Codification of the Domestic Legal Framework

 

"3884 legislative acts were adopted in the result of work of the Verkhovna Rada of Ukraine of the sixth convocation. The same tendency was observed in the work of the Ukrainian Parliament of the previous years. Ukraine seems to be the only country with such a big number of adopted laws, although most of them are not finalized documents, but amendments to the applicable ones", Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, declared, meeting the participants of the training program "Assistant of the Chairman of the Verkhovna Rada of Ukraine Committee."

 

A. Martyniuk is convinced that "lobbyism of certain issues rather than economic affairs" accounts for this situation.

 

The First Deputy Chairman reminded that the right of legislative initiative is given to the President, the People's Deputies of the Verkhovna Rada, the Cabinet of Ministers and the National Bank of Ukraine.

 

Thus, A. Martyniuk informed, "Out of 3884 laws adopted during the sixth convocation, the President of Ukraine submitted 170 laws, the People's Deputies - 2752, the Cabinet of Ministers 958, and the National Bank of Ukraine - 4." The politicians stated that the latter received the right of legislative initiative upon adoption of the Constitution of 1996.

 

A. Martyniuk believes that such correlation should change, as the executive power shall be the primary author of the laws, since the law-making should satisfy economic needs and solve economic problems.

 

The First Deputy Chairman stated, "Political stability is observed in Ukraine. It is for the first time in twenty years that one can not but notice the efficient cooperation between the President, the Verkhovna Rada and the Cabinet of Ministers. The situation will help fulfill the potential of our state and foster further development. However, such targets require a good state ‘manager.´

 

Adam Martyniuk stressed that Ukrainian citizens should analyze the processes in the state and be ready to choose the future leaders.
