The eighth session of the Verkhovna Rada of Ukraine of the sixth convocation was adjourned on Friday, July 8, 2011.

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, summed up the results of Parliament´s work. There were 43 days of plenary meetings. 983 issues were discussed; 7 parliamentary hearings were held.

 

Several systemic laws were adopted. The resolutions on 1049 drafts were passed. 215 laws were adopted, and the latest ones make it 220. 66 laws were adopted in the first reading. 768 bills were recommitted, rejected or withdrawn," he informed.  

 

V.Lytvyn stated that the average period for which the bill was processed in the parliament used to total 6-12 months, whereas now the bill remains 1-1,5 months in the Verkhovna Rada until the resolution is adopted.

 

V.Lytvyn also informed that out of 18 bills qualified as urgent by the President of Ukraine, 14 were adopted as laws, 2 as a basis, and 2 are being prepared for scrutiny in the first reading.

 

27 bills were submitted by the President of Ukraine; 156 by the Cabinet of Ministers of Ukraine; 2 by the National Bank; 870 by the People´s Deputies of Ukraine. "These bills concern sectoral development (309 bills), economic policy (288 bills) and legal matters (221 bills), which is absolutely justified," V.Lytvyn stated.

 

166 laws were signed and came into force, 16 of which concern ratification of international agreements, 125 amendments to the applicable laws. 25 laws came into force in a new version. 45 laws will come into force on signing by the President of Ukraine or after repeated scrutiny. 505 resolutions of organizational and procedural character were passed.

 

The Chairman of the Verkhovna Rada of Ukraine informed that the committees are working on 829 bills, 125 of them are being adjusted for the second reading. "I asked the committee chairmen to analyze the bills in stock and develop a schedule of their scrutiny," V.Lytvyn stated.

 

"Everything happened during this session in the session hall: discussions, attempts to hug each other with emotions or to death," V.Lytvyn stated. "I hope that dialogue will be established and fostered."

 

 "I understand both the opposition and the majority, as the majority assumed responsibility for complicated and unpopular decisions. I also understand the opposition which has the privelege of criticizing," the Head of the Parliament admitted.

 

V.Lytvyn thanked the Cabinet of Ministers and the People´s Deputies for their work. "I would like such meaningful cooperation to be all-embracing. I am convinced that the Verkhovna Rada of Ukraine did its best to support the initiatives of the President of Ukraine," he stated.

 

V.Lytvyn reminded that parliamentary committees are going to work next week to complete their assignments. 

 

The ninth session of the Verkhovna Rada of Ukraine of the sixth convocation will be held on Tuesday, September 6, 2011.
