Opening the session,
Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, President of the
Parliamentary Assembly of the Black Sea Economic Cooperation, emphasised that
PABSEC is an authoritative subject of the regional and global political and
economic processes. He also expects the current session of the PABSEC PA to contribute
to the development of inter-parliamentary cooperation and strengthen all forms
of cooperation between the states of the Black Sea region.
V. Lytvyn emphasized that special attention to the matters of 'green economy' during the PABSEC session is a sign of active and conscious efforts to protect the future and meet the needs of environmental protection in the region. The President focused on the environmental approach to the solution of problems in the national economy of Ukraine.
PABSEC President stressed that importance of cooperation between the region states on the environmental protection necessitates broad cooperation in the sphere of science, technologies and education. "Our states have a number of authoritative educational establishments that shall become the research centers to protect beauty of our state and health of our citizens. Such cooperation is well-grounded, as there is a network of Black Sea universities which can tackle the above-mentioned issues", he believes.
The Chairman of the Verkhovna Rada of Ukraine read out the Address of President of Ukraine V. Yanukovych to the participants of the Thirty Seventh plenary session of the General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation.
"It is a great pleasure for me to greet all of you and declare that our state welcomes the session of PABSEC PA for the fourth time in the assembly hall of the Verkhovna Rada of Ukraine.
Throughout its history, PABSEC has proved itself as an influential international inter-parliamentary organization which does not only influence but also sets the trends of development of the Black Sea region.
Let me remind you that confidence-building measures in the Black Sea region were first discussed at the last plenary session in this session hall in 1993. This discussion led to the formation of BLACKSEAFOR, Black Sea Naval Forces Union, the significance of which for supporting peace and security in our part of the world can hardly be overestimated.
I hope that special attention of the Thirty Seventh Session to the legislative support of 'green economy' is a timely and essential initiative, which can influence the quality and rates of regional economic development," reads the Address of the President of Ukraine.
V. Yanukovych wished fruitful work and pleasant stay in Ukraine to the participants of the Thirty Seventh Session of the PABSEC PA.
Mikhail Zurabov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Ukraine, greeted the participants of the Assembly on behalf of Sergei Lavrov, Minister of Foreign Affairs of the Russian Federation.
"Russia pays special attention to the activity of Black Sea Economic Cooperation. We focus on enhancing regional cooperation and harmonizing specific projects with the interests of the regional states", reads the address.
It was also stressed that PABSEC plays a special role in the further development of inter-state cooperation. The Russian Federation was said to support solution of the pressing problems in the sphere of public health, agriculture, scientific-technical research, and cooperation of BSEC countries with the EU.
The PABSEC shall facilitate effective development of the Black Sea region states, advance the integration process, and support stability and development of the states.
