Members of the Committee on State Building and Local Self-Government and Representatives of the Main Department of Civil Service of Ukraine met Svetlana Vukovic, Director of Human Resource Management Authority of Montenegro

Committee secretary Serhii Hordienko informed the foreign guests about the structure of Ukrainian parliament, committee, and parliamentary civil service, and briefed about the committee´s law-making.  S. Hordienko focused on adjustment of the bill "On Civil Service" (Reg. No. 8306) to the second reading. The bill was adopted as a basis on April 7, 2011.

 

Head of the committee secretariat Anzhela Maliuha informed the guests about civil service in the secretariats of the parliamentary committees. She introduced the members of the committee´s secretariat to the delegates from Montenegro, and informed about the committee´s activity. She stressed that meetings on exchange of experience are important for strengthening the laws on public administration.

 

Mykola Leshchenko, head of the sector on civil service and career development of the Personnel Office of the Verkhovna Rada of Ukraine Secretariate, informed about the human resources of the Verkhovna Rada of Ukraine Secretariate, recruitment to the parliamentary Secretariate, and career development.  

 

Chief consultant of the committee secretariat Lidia Shkurina informed about the applicable laws on civil service and their drawbacks, and conceptual novelties of the bill "On Civil Service." L. Shkurina stated that the committee had already met representatives of foreign public authorities, as the committee is in charge of civil service and its development.

 

Representatives of the Human Resource Management Authority of Montenegro briefed on the development of laws on civil service in their country and the respective reforms. They also answered the questions of the committee members.
