The Committee on Social Policy and Labour held an Offsite Meeting in Zaporizhzhia to discuss the Draft Labour Code of Ukraine

Committee Chairman Vasyl Khara opened the hearings. He stated that the new Labour Code should be adopted to change the system of social relations in Ukraine due to the formation of market relations and socio-economic transformations connected with labour. He drew attention to the number of problems in this sector to be tackled by labour law. 

 

V. Khara informed that the Committee had brought forward over 5 thousand proposals, which were partially taken into account and incorporated in the Code. More than 100 meetings of working groups were held. Reviews were performed by the experts, scholars, scientific institutes and representatives of the International Labour Organization.

 

He stated that the draft Labour Code consists of nine volumes (444 articles), final and transitional provisions. The bill includes the provisions, which harmonize the labour laws of Ukraine with the European Social Charter (revised) and other international legal acts, namely, the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, conventions and recommendations of the International Labour Organization.

 

The participants of the hearings called for adopting legislative regulations to motivate the employers to use market tools and perform socially beneficial activity. They stressed that economic interest of the employers should be extended on all areas of labour sphere, not only labour safety.  

 

The reporters also informed that the draft Labour Code includes the provisions on labour safety from the applicable labour safety laws, and fails to consider modern domestic needs and external requirements for labour safety.  

 

The participants of the hearings expressed other motions to the draft, and suggested considering them, while adjusting the draft.
