The Agreement was signed at the Council of Heads of Government of the Commonwealth of Independent States in Yalta (Ukraine) on November 20, 2009. The goal of the Agreement is to enact new Rules for Determining the Country of Origin of Goods in the Commonwealth of Independent States.

Under the Rules, a country of origin of goods is the state-participant of the Agreement, in the territory of which the goods were produced or subject to sufficient processing (reprocessing) in line with these Rules.

The Committee members stated that ratification and enactment of the Agreement will arrange favourable conditions for streamlining the approaches in the relations between Ukraine and CIS related to the determination of the country of origin of goods, and boost foreign economic factors of development.
