The bill (Reg. No.8544) introduces amendments to specify the baby birth record procedure if the baby was not born in a health care institution.

Under the bill, the documents confirming the fact of birth, determined by the central executive authority body, serve as grounds for the state registration of child birth. In case a baby was not born in a health care institution, the documents confirming the fact of birth fact are issued by the health care institution, where the mother and the baby had a medical examination. In case the mother and the baby failed to attend a medical examination in a health care center, the fact of birth is certified by the medical advisory commission under the order established by the Cabinet of Ministers of Ukraine.
