The bill (Reg. No. 8358) supplements the applicable law with the provisions to support non-discriminatory access of the economic entities operating in the related markets to the networks of subjects of natural monopolies and services connected with the use of infrastructure of the subject of natural monopolies. The bill also extends the powers of the national commissions in charge of regulation of natural monopolies, authorizing them to set the criteria for possible alignment of the types of activity in the respective markets.

The Committee members object to specifying the licensing procedures in the sphere of natural monopolies and in the related markets, as it might pressurize business activity.
