The Committee on Legislative Support of Law Enforcement held the Hearings "Migration Policy of Ukraine: Implementation, Problems, and Prospects" to discuss Topical Issues of Labour and Illegal Migration, and Formation and Realization of Clear and Effective State Migration Policy

Having listened to the reports of the Sub-Committee Chair V.Hrytsak, First Deputy Head of the State Migration Service of Ukraine V.Sheibut, and representatives of ministries and departments, participants of the hearings stated that illegal migration of the foreigners is closely connected with trafficking in humans, weapon, drug traffic, and spreading of epidemic diseases, which directly influences the crime rate.

 

The reporters singled out the following problems in this field: the lack of harmonized Ukrainian migration laws; migrants´ identification; the lack of a unitary effective system of legal migrants´ registration; negative influence of migrants on the crime rate.

 

The attendants of the hearings highly appreciated strengthening of laws and normative-legal acts on state migration policy, and their adaptation to the European standards, which facilitates reforms. Speakers drew attention to the optimized system of central executive authorities, elimination of duplicated powers, enhancement of government, establishment of the State Migration Service of Ukraine, regulation of other crucial issues concerning organization, authorities and activity of the Service.

 

Further to the hearings, the Cabinet of Ministers is recommended to develop and introduce effective tools of reintegrating the economic migrants and returning them to the Ukrainian labour market. The Government is also to draft a single model agreement for the foreign residents willing to study in Ukraine, which would set forth bilateral liabilities of the parties.  

 

The Cabinet of Ministers is also recommended to establish control over the timely exit of foreign students, who finished their studies in Ukraine, and the persons who entered Ukraine on the invitation for study and failed to enter an education establishment or were expelled from it.
