Legislative work in Ukraine shall be systemic, thus Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn is going to initiate parliamentary hearings on the organization of the legislative work in Ukraine. The Chairman made the foregoing statement, meeting the journalists on Monday.
"Positive and negative experience necessitate reconsidering work of the Verkhovna Rada, since its legislative work shall meet the state needs," V.Lytvyn declared.
Volodymyr Lytvyn announced that several acts should be finalized before the end of the current session. Among them is the bill on pension reform "that should consider all critical remarks mentioned during the first reading." He believes that extraordinary sitting on this matter is out of the question for now. "I am against lobbying this document and pressurizing the deputies", V. Lytvyn stated.
According to V. Lytvyn, a number of debatable issues require coordination. "There is a lack of balance in the Law on Land Register: Kyiv city authorities are against particular new provisions, as they deprive them of certain powers," he admitted.
Discussing the Tax Code amendments, which shall also be adopted during the current session, Volodymyr Lytvyn stated that the Deputies shall receive a single unified document.
The Chairman of the Parliament briefed on the amendments to the Law on Civil Service to be adopted shortly. However, V. Lytvyn is of the opinion that amendments to this document might be adopted at the beginning of the next session. "The bill is being drafted, and should not be scrutinized in haste, as the amendments will come into force on the 1st of January 2012", believes the Chairman of the Verkhovna Rada.
