The bill establishes the system of extra control over the administration of excise duty on oil products by introducing the excise duty marker, granting extra authorities to the tax agencies regarding the marking, and fixing extra obligations and liabilities of the tax payers. Therefore, the title of the bill does not correspond to its content.

The Committee members believe that the suggested system of control is similar to the system of marking alcoholic beverages and tobacco goods with excise duty stamps.

The Committee recommended that the Parliament "reviewed the specified provisions of the bill on the regulation of oil products turnover, while adjusting the bill on amendments to the Tax Code of Ukraine (Reg. No. 8217) to the second reading."
