The legislative act proclaims amnesty in Ukraine.
The Law releases the convicted for intentional crimes which are not grave or especially grave offenses under clause 12 of the Criminal Code of Ukraine, and for crimes of negligence which are not grave offenses from the penalty in the form of deprivation of freedom for certain term and from other punishments which are not connected with deprivation of freedom:
"individuals under 18 at the moment of crime;
women who are pregnant on the day of Law's enactment;
individuals who are not deprived of parental rights and have minor children or children with disabilities irrespective of age on the day of Law's enactment;
men and women of 60 and 55 respectively on the day of Law's enactment and several other categories of individuals."
Under the Law, the courts shall implement the Law. Issues on use of amnesty are solved by the court of own motion, motion of the prosecutor, agencies in charge of preliminary investigation and agencies of inquiry - upon a petition of these bodies coordinate with prosecutor or upon a petition of individual, their defenders or legal representative.
The Law enters into force on the day of its publication and shall be implemented within three months.
