The primary purpose of the bill (Reg. No. 7409) is to regulate social relations connected with drafting, adoption, enactment, state registration and record maintenance of normative-legal acts.
Under the bill, normative-legal acts are subdivided into laws and subordinate normative-legal acts. The former include the Constitution of Ukraine the Fundamental Law of Ukraine; codes; laws.
Normative-legal acts can include rules, order, standing order, statute, and instruction which have equal legal capacity with the normative-legal acts ratifying them.
