Olena Bondarenko, Chairperson of the Sub-Committee on the International-Legal Relations and Gender Policy, informed that the UN Declaration on the Elimination of Violence against Women dates back to 1993. The People's Deputy reminded that on February 25, 2008, UN Secretary General Pan Gi Moon called on the global leaders to support the campaign to prevent violence against women on the national level and form the global network of leaders to raise public awareness. O. Bondarenko emphasized that in Ukraine this program is being implemented within the Stop Violence Campaign.
According to O. Bondarenko, Council of Europe exerts try to solve the problem. Thus, the Committee of Minister of the Council of Europe passed several recommendations for the Council of Europe member-states. People's Deputy of Ukraine also emphasized that within this campaign, the Committee initiated the parliamentary hearings "Current State and Essential Tasks in the Sphere of Prevention of Gender Abuse" on November 21, 2006.
O. Bondarenko focused on the fact that Ukraine does not start from scratch in solving of these problems, as 10 years have already passed since adoption of the Law "On Prevention of Domestic Violence", which became one of the first specialized laws among the countries of Central and Eastern Europe and CIS states in the sphere of women abuse counteraction.
Mykola Tomenko, Deputy Chairman of the Verkhovna Rada of Ukraine, specified a number of legislative initiatives that have been drafted by the parliamentarians to correct deficiencies in the sphere of legislative regulations of violence combating in Ukraine. He expects the Verkhovna Rada to ratify the Convention on preventing and combating violence against women and domestic violence.
The mechanism of violence prevention suggested by the effective Law "On Prevention of Domestic Violence" is inadequate.
