The bill (Reg. No. 8602) defines the concepts "health", "health care establishment", "medical assistance", "medical care", and "patient"; sets the standards of the healthcare system, which includes state social norms and branch standards.
Under the bill, medical assistance shall be rendered on a free-of-charge basis at the expanse of budget funds by the health care establishments and doctors performing business activity as sole proprietors, the agreements on medical assistance being concluded. Under the bill, conclusions of agreements on free medical assistance shall be regulated by a separate law.
