Non-Fulfillment of the Constitution leads to the Constant Struggle in the Ukrainian Political Environment

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, made the foregoing statement in the interview to Rada television channel.

 

V.Lytvyn admitted that the Constitution was adopted as a compromise. He reminded that accessing the Council of Europe, Ukraine assumed an obligation to adopt the Fundamental Law as soon as possible. On the other hand, he stated, "the forced compromise was combined with the idealistic vision of social life and ambitious approaches to the basic rules which primarily concerned authorities and subdivision of the branches of power."

 

According to the Head of the Parliament, certain provisions of the Constitution are not implemented due to constant confrontations in the authorities, as "politicians often focus on internal issues and fail to analyze and fulfill the state obligations entrenched in the Constitution."

 

According to V.Lytvyn, when agreement could not be reached while adopting the Constitution, it was fixed that particular provisions would be regulated by constitutional laws. However, he admitted that nearly 100 constitutional acts are required to make the Constitution work. "Most of them are yet to be adopted, as the Ukrainian society and politicians are still in the ‘democratic process´ of political confrontations," the Head of the Verkhovna Rada stated.
