Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, calls for introducing Systemic Amendments to the Fundamental Law
"I do not support adoption of a principally new Constitution. It would confirm our inefficiency, as we are led by the principle ‘to destroy everything and start from scratch´, the Head of the Parliament declared in the interview to Rada television channel.
He deems necessary to analyze and revise the Constitution, reporting to the society on the advantages and drawbacks of the applicable Fundamental Law.
Moreover, the Chairman considers it important to have a specific vision of the development of world and Ukraine. Thus, the constitutional norms should envisage the right development of Ukraine "to rise to the threats and challenges of the 21st century." "The main point is to support adequate existence of the state", he emphasized.
According to V. Lytvyn, upon analyzing the Constitution, the experts shall draft respective amendments. However, it does not necessarily mean rewriting of the constitutional norms of other countries. "We should exert efforts to provide a normal dialogue with the society to obtain a single vision to be used by the experts while drafting the amendments, as it is the public moods rather than the political situation that should be considered", the Head of the Parliament declared, adding that either a new version of the Constitution or systemic amendments to it will be received in the result.
"We should avoid political pressure, when one obeys the principle that if the law does not work, another one should be adopted", Volodymyr Lytvyn stressed.
