The Committee on Legislative Support of Law Enforcement recommends The Verkhovna Rada to adopt the Bill on Amendments to several Legislative Acts of Ukraine regarding Prevention of Excessive State Regulation in the Sphere of Motor Transportation

The bill (Reg. No. 8397), submitted by the President of Ukraine, amends the Laws "On Traffic", "On Motor Transport", "On the Police", "On Compulsory Insurance of Civil Liability of the Owners of Motor Vehicles", "On Insurance", the Civil Code of Ukraine, and the Code of Ukraine on Administrative Infringements to prevent excessive state regulation in the sphere of motor transportation.    

 

The bill cancels compulsory vehicle inspection for the cars which are not used for commercial purposes, and streamlines the procedure of compulsory vehicle inspection.

 

The bill suspends authority of the State Motor Vehicle Inspectorate of the Ministry of Internal Affairs of Ukraine to hold compulsory vehicle inspection, transferring these powers to the business entities. The bill also abolishes the requirements for a mandatory waybill and a notarized power of attorney for driving a vehicle.

 

The People´s Deputies stated that several provisions of the bill should be adjusted before the second reading.
