The document sets legal preconditions to strengthen counteraction to illegal migration, improve migration management, strengthen legal responsibility for infringements in this sector, arrange conditions to realize the rights of migrants and guarantee equal conditions for reciprocal visits of citizens of Ukraine and other states, boost bilateral contacts in all the spheres of international relations, strengthen legal responsibility of foreigners and citizens of Ukraine for violating migration laws.
