The Convention is based on the Vienna Convention on Consular Relations of April 24, 1963. The ratified Consular Convention establishes the functions of consular officials, and increases the level of their privileges and immunities.
Under the Convention, a consular office can be opened in the territory of the state of residence only by consent of this state. Location of the consular office, its category, consular district and any respective changes are determined by arrangement of the accrediting state and the state of residence.
Under the Convention, to appoint the head of the consular office, the accrediting state shall receive a prior consent of the state of residence.
