The Committee on European Integration reviewed the Bill on Amendments to the Fundamentals of Health Legislation of Ukraine (re Rapid Medical Emergency Treatment) as to its Compliance with the European Union Laws

The primary purpose of the bill (Reg. No. 7359) is to facilitate medical emergency treatment, and improve identification of motor vehicles driven by the doctors. Therefore, the bill vests the doctors with the right for a free parking of their private cars, provided these cars have special license plates and stickers with the respective doctor´s contact information.

 

The bill also supplements clause 37 of the Fundamentals of Health Legislation of Ukraine with the following text: "Medical emergency treatment can be rendered by medical workers present at the incident location."

 

The Committee concluded that by the subject of legal regulation, the bill refers to the sphere of public health and life of people, fauna and flora, which is regulated by the Treaty on the Functioning of the European Union.

 

The Committee members stressed that provisions of the bill on medical emergency treatment, as well as definition of professional rights and privileges of medical and pharmaceutical personnel meet the general orientation of the European Union laws on public health and life.     

 

The Committee concluded that the bill conforms to the European Union legislation.
