The Committee on Justice does not uphold the Bill on National Bureau of Anti-corruption Investigations of Ukraine

In the course of the sitting it was declared that the bill (Reg. No5031) is aimed at reduction of corrupt practices with the help of effective fighting of the corruption infringements committed by the public officials and are of special social danger.
The bill suggests formation of new central government
authority with law enforcement functions and special status - National Bureau
of Anti-corruption Investigations of Ukraine, which legal fundamentals of
organization and activity (its system, status, functions, etc)
shall be defined by this bill. Thus, pursuant to the bill, among principal functions
of the newly0formed National Bureau of Anti-corruption Investigations of
Ukraine shall be inquest, prejudicial inquiry, sweep operations in cases under
its authority focusing the attention on corruption among dignitary ranks and
infringements that of special danger for protection of legal interests.
In the course of the discussion, the People´s Deputies upheld the idea on strengthening of corruption fighting effectiveness in state government authority bodies through implementation of institutional reform of law enforcement bodies though expressed a number of remarks regarding the bill.
The Committee members explained that propositions and remarks expressed regarding previous version of the bill have been considered only partially and the majority of them remained beyond attention of the subjects of legislative initiative.
During the sitting it was declared that bill´s principles (parts 2 and 4 of the clause 25) on implementation of restrictions regarding detention, inspection of personal effects, transport vehicles, institution of criminal proceedings concerning National Bureau officials raise numerous concerns.
Moreover, it was declared that part 1 clause 21 of the bill requires thorough refinement. The above-mentioned part deals with carrying out an inspection by the officials of the National Bureau after information on crime received, though without identity of the informant.
In the course of the sitting it was declared that the Central Scientific Expert Department of the Verkhovna Rada of Ukraine Secretariate and Specialized Ministries on their conclusions insist on bill´s refinement.
