The Committee on Legislative Support of Law Enforcement recommends The Verkhovna Rada to adopt the Law "On Amendments to the Law of Ukraine "On Amnesty in Ukraine" and other Legislative Acts of Ukraine" adjusted for the Motions of the President of Ukraine

On March 11, 2011, the President of Ukraine vetoed the Law No. 3044VI of February 17, 2011 (Reg. No. 4179), and suggested rejecting it as such that restricts the scope of human rights and freedoms and violates the fundamental provisions of the Constitution of Ukraine.

 

Adjusting the bill, the Committee members took into account the motions of the President of Ukraine and the People´s Deputies.

 

Under the adjusted law, only the individuals found guilty can be included in the amnesty.

 

The amendments to the Criminal Code, the Code of Criminal Procedure, and the Criminal Executive Code of Ukraine make the individuals on the stage of prejudicial inquiry not eligible for amnesty.
