Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, calls for setting up an International Scientific and Technical Complex.
Asked about setting up an innovational center like "Skolkovo" in Ukraine on the model of the Silicon Valley in the USA, V.Lytvyn responded, "It is a wonderful idea to gather the intellectuals into the interim brainstorming groups." "The solution should be comprehensive, so the teams should include the representatives of different branches and scientific circles," V.Lytvyn stated.
As a representative of the academic community, V.Lytvyn wished that Ukrainian scholars would participate in such research.
He stressed that academic institutions and higher education establishments of Ukraine are closely cooperating with the Russian counterparts "owing to a single military-industrial complex that was functioning in the period of the USSR." The Head of the Parliament stated that it is this sector where innovations were introduced.
He deems necessary to consider practical issues of this project. "I believe that science and economy have international nature and determine the future," V.Lytvyn stated. However, he stressed that modern scholars shall be responsible and follow high moral standards. "Their findings may both benefit and harm the humanity. Science makes an individual responsible," V.Lytvyn stressed.
