The legislative act makes the following amendments to the Law of Ukraine "On the State Budget of Ukraine for 2011":
authorizes the Ministry of Finance to correct the state budget financing targets to present actual data concerning receipt of credits (loans) taken out by the state to the special fund of the State Budget for 2011 from the foreign states, banks and international financial institutions to support investment programs (projects) and cover the respective expenditures within the total body of the credit (loan) approved by Supplement 9 of this Law, with correction of figures of Supplements No 2, No 3, No 4 to this Law and the total body of the public-sector debt as fixed in clause 8 of this Law;
authorizes the Cabinet of Ministers to issue loans to the State Motor Road Service of Ukraine at the expense of a single treasury account to cover temporary cash deficiency of the special fund, provided the loan is paid off by the end of the year ex interest and is used to construct, reconstruct, repair and maintain public motor roads in the order set by the Cabinet of Ministers.
