The Committee reviewed the bill on
the rates of export duty on titanium sponge (Reg. No. 8169) that fixes a
20-per-cent rate of export duty on titanium sponge.
The Committee concluded that introduction of export duty meets the commitments of Ukraine within the WTO, although the rate of duty should not impede trade.
The Committee also concluded that the bill on amendments to several legislative acts of Ukraine regarding regulation of functions of the public bodies in charge of state supervision in energy sector (Reg. No. 8152) conforms to the European Union laws. The bill amends several clauses of the Code of Ukraine on Administrative Infringements. Thus, it presents the following version of clause 951: "Violation of the requirements of normative-legal acts and normative documents on technical exploitation of electric power stations and networks, power-generating equipment of electric power entities, subjects of relations in the field of heat supply and electric energy consumers entails a caution or a fine at the rate of one-five non-taxable incomes for the citizens or one-ten non-taxable incomes for the officials."
By the subject of legal regulation, the bill belongs to the sphere of energy, which is regulated by Directive 2003/54/EC of the European Parliament and of the Council of 26 June 2003 concerning common rules for the internal market in electricity, and Council Directive 2003/96/EC of 27 October 2003 restructuring the Community framework for the taxation of energy products and electricity.
The Committee also reviewed the bill on amendments to the Criminal Code and the Code of Criminal Procedure of Ukraine regarding examination of minor victims and witnesses (Reg. No. 7340). The bill regulates the procedural peculiarities of case investigation with minor victims and witnesses.
By the subject of legal regulation, the bill is under the effect of the UN Convention on the Rights of the Child (1989); United Nations Standard Minimum Rules for the Administration of Juvenile Justice (1985); United Nations Standard Minimum Rules for the Administration of Juvenile Justice Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (2007).
