The Committee on Legislative Support of Law Enforcement held a Round Table Discussion to discuss the Issues of Personnel Training for the System of the Ministry of Internal Affairs

People´s Deputies of the Verkhovna Rada, representatives of the Ministry of Internal Affairs, Ministry on Science and Education, Youth and Sport, rectors of higher educational establishments attended the meeting.

 

Participants of the round table discussion discussed the bills on amendments to the Law "On the Police" regarding improvement of the system of staffing the internal affairs bodies (Reg. No.7547) and on amendments to clause 18 of the Law "On the Police" (regarding personnel training) (Reg. No.8210).

 

Volodymyr Malyshev, People´s Deputy of Ukraine, focused on the report of the Audit Office that read "For the last two years, twelve educational establishments sponsored by government agencies have received UAH 1,3 billion of budget funds to educate more than 13,7 thousand specialists annually. However, only half of the graduates started service in the law enforcement agencies. The rest of the graduates had the right for free employment regardless of labour market requirements."

 

According to the report of the Audit Office, inefficient management of the personnel training system, a lack of practical approaches to the reorganization of a network of higher educational establishments which is a burden for the state budget led to the annual increase of the number of specialists and waste of budget funds.

 

The Audit Office experts also emphasized that the legal mechanism of governmental order is also far from the ideal. Today, the Ministry on Internal Affairs is held hostage to the unmanageable system of personnel training. Nearly 40% of higher educational establishments of the Ministry have not been accredited to the status of higher educational institutions, while three of them failed to conform to the requirements and standards of education.

 

Thus, it is obvious that teaching personnel (almost three thousand of qualified teachers and researches, two thirds of them having a doctoral degree or Doctor of Philosophy degrees) of Ministerial educational establishments are working in vain.

 

Having analyzed the report, the Committee held a straightforward discussion of further development of the education system under the Ministry of Internal Affairs of Ukraine.
