The Committee members made this statement, discussing recommendations of the committee hearings "On Revision of the Immunization Schedule, Improvement of Normative-Legal Base in the Sphere of Immunological Prophylaxis, and Protection of Population from Infectious Diseases."
Immunological prophylaxis is said to be the most effective means to fight and prevent infectious diseases in all leading states in the world. However, the People's Deputies drew attention to a great many problems in Ukraine connected with the organization of immunological prophylaxis, protection of the population from infectious diseases, and medical control over post-inoculation reaction and complications.
The participants of the meeting stressed that Ukrainian regions lacked vaccines to meet the Ministry of Heath standards, while the state of immunological prophylaxis in Ukraine was inadequate: in 2010, regions were supplied with vaccines only for 60% of annual need; children vaccination against poliomyelitis covered only 57,3%; against Haemophilus influenzae 55,7%; against diphteria 52,2%; against measles, parotitis and roetheln 56%; against hepatitis B 48,2%, against tuberculosis 91,5%.
Taking into consideration the above-mentioned factors, the Committee recommended the Government:
to strengthen control over the implementation of the All-Ukrainian Program of Immunological Prophylaxis and Protection of the Population from Infectious Diseases for 2009-2015, and over effective use of funds for its implementation;
take action to supply immunological medicine to cover the needs of the regions;
to boost drawing-up and adoption of the State Target Research-Technical Program to arrange and hold non-clinical studies of national medicines for 2011-2015.
The People's Deputies are commissioned to revise the effective Laws of Ukraine regulating legal relations in the sphere of immunological prophylaxis of infectious diseases, and introduce amendments and supplements to correct deficiencies in these acts and harmonize them with the international norms and Ukrainian laws.
