The Committee on European Integration reviewed the Bill on Amendments to the Law "On Motor Transport" (regarding Change and Remodeling of Wheeled Vehicle) as to Its Conformity to the EU Legislation and Obligations of Ukraine in WTO Framework

The bill (Reg. No.7527) defines criteria and orders of change and remodeling of motor vehicles that can not undergo further exploitation, in particular, with the state assistance, under the provision to be drafted and adopted by the Cabinet of Ministers of Ukraine.

 

The Committee stated that the above-mentioned issue in the European Union refers to the sphere of legal regulation of the bill (rules of competence, transport and environment) and is governed by the Treaty on the Functioning of the European Union; Directive of the Council of Europe 96/96/EC on approximation of the legislation of member countries regarding road tests for motor vehicles and motor-vehicle trailers etc.

 

The Committee members emphasized that the bill does not entirely correspond to the obligations of Ukraine in WTO framework and the EU legislation.

 

Thus, the Committee resolved to suggest the subject committee (the Committee on Transport and Communications) to recommend the Verkhovna Rada to adopt the bill as a basis, considering the expressed remarks.
