Mandatory provision concerning use of the Red Banner on the Victory Day turns the situation into a political issue, stated V.Lytvyn at the press conference in Vinnytsia on Friday.

 

Asked about his signing of the Law of Ukraine "On commemorating the Victory in the Great Patriotic War of 1941-1945" (re order of authorized use of the copies of the Victory Banner), V.Lytvyn reminded that under the Standing Orders, the text of the Law adopted by the Verkhovna Rada of Ukraine is submitted for the Head of the Parliament to sign. The Chairman of The Verkhovna Rada shall forward the document to the Head of State within five days since it was submitted.   

 

The Chairman of The Verkhovna Rada stated, "It is a tradition to use the red banners, under which our fellow citizens, grandparents and parents fought." He also remarked that political parties bring their flags to the party events.  

 

However, as to the adopted Law, V.Lytvyn stressed that mandatory provision concerning use of the red banner should not have been implemented. "There is a controversial item about obligatory simultaneous hanging of the state flag and the red banner of Victory. This mandatory item should have been excluded, as it provokes fierce arguments," admitted V.Lytvyn.  

 

He stated, "The form of the banner and the places for its hanging should have been fixed." "I would rather people have a possibility to use the flags they prefer, as law means policy and mentality," he stated. 

 

As it was reported, on May 6-7, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, takes part in the festivities dedicated to the celebration of the World Day of Polonia and Poles living abroad. The festivities take place in the cities of Vinnytsia and Berdychiv with the participation of Polish Senate Marshal Bogdan Borusewicz.
