The bill (Reg. No. 7559) amends Clause 23
of the Code of Ukraine on Mineral Resources, authorizing only particular users of mineral resources (who have a permit for exploration of mineral resources, including research and commercial field development and extraction of mineral resources) to take off the underground water without special permits and mining allotment, but with regard for their needs and volume of
water used (300 cubical meters per 24-hour period).
The People´s Deputies drew attention to the review of the Central Scientific Experts Office of The Verkhovna Rada of Ukraine Secretariate, whereby the applicable version of Clause 23 of the Code of Ukraine on Mineral Resources, the title and the content of which is suggested to be amended, specifies the rights of the land owners and land users for extraction of locally-important mineral resources, peat, and fresh underground water, and use of mineral resources for other purposes. It clearly separates the status of the land owners and land users from the status of other subjects of mining relations who use the mineral resources under special permits.
