Members of the Committee on Education and Science attended the Sitting of the Advisory Board on Information System Development under The Verkhovna Rada of Ukraine

The participants
of the sitting scrutinized the bill on amendments to the Law "On the National Information System Development Program"
(re annual compilation of tasks (works) for the fiscal year) (Reg. No. 7505) that lifts the requirements
for the annual
compilation of the National Information System Development Program for the next fiscal year and
its submission to the Cabinet of Ministers, and annual ratification of the National Information System Development Program for
the next three years by The Verkhovna Rada. The bill also sets the obligations of
the state client as to the compilation and implementation of the National Information System Development Program.
The attendants of the meeting discussed the draft resolution on the objectives of the National Information System Development Program for the years 2010-2012 (Reg. No. 7025) that enhances compilation and implementation of this program; guarantees the development of telecommunications infrastructure; creates and assists the informational-analytical support of the realization of state, security and defense objectives, and automated systems of informational-analytical support of executive authorities.
In particular, the Program presupposes establishment of a multi-functional integrated program "E-Customs", informational-analytical system of the Accounting Chamber, etc.
The participants also discussed the report of the Cabinet of Ministers on the state and development of the information system in Ukraine for the year 2010.
Members of the Advisory Board drew attention to the scope and value of the report. The State Agency for Science, Innovations and Information System Development should start working upon the draft report of the Cabinet of Ministers on the state and development of the information system in Ukraine for the year 2011.
Attendants of the sitting debated
the development of e-government in Ukraine. Members of the Advisory Board
recommend the Cabinet of Ministers to facilitate drafting of the E-Government
Implementation Strategy and a respective bill, prepare the short-, and
long-term action plans aimed at the development of e-government in Ukraine, etc.
The State Agency for Science, Innovations and Information System Development should promote the benefits of the information society and e-government in Ukraine, developing respective national standards, protocols and regulations of e-government, and coordinating the work of the executive authorities and local self-government bodies.
Members of the Advisory Board also discussed celebration of the Year of Education and Information Society in Ukraine.
