Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, considers the Majority Voting System with the Nomination from the Political Parties to be most Appropriate for Ukraine

 

V. Lytvyn made this statement in the interview to the Business periodical.

 

 

 

"We should have natural selection: people will assess a personality and correlate it with the party he or she represents. They would make a complex selection. It would be a natural process of parties´ selection; hence there would be no attempts to form the parties on the eve of elections. We should take into account appropriate representation of all the Ukrainian regions and social groups in the parliament", Volodymyr Lytvyn explained.

 

 

 

The Head of the Parliament emphasized that several fundamental aspects should be considered, while drafting the amendments to the electoral legislation. The first one is formation of the election commissions. "The commissions shall be formed out of people who are at least familiar with the Law, understand it and come to their work to provide conduction of the elections at the state expense. There should be no party quotes, since it is the source of corruption in Ukraine", V. Lytvyn declared. He called for a transparent formation of the commissions out of teachers, medical personnel and other representatives of professional classes ready to organize their work at the state expense.

 

 

 

"Secondly, the candidate´s destiny shall be determined neither by commissions nor by judges. If a candidate made everything required by the Law to participate in the elections, they shall reach the final stage, because it is the people who shall evaluate the candidate. Otherwise, the administrative instruments of influence would be used", the Chairman of the Verkhovna Rada of Ukraine believes. "People need an alternative when they feel responsibility for their choice. Constitutional process shall return sovereignty to the people. The public shall have an opportunity to form and control the state power."

 

 

 

V. Lytvyn is convinced that the citizens shall have a chance to dismiss regime before the five-year authorities terminate. People´s Deputies of the Verkhovna Rada of Ukraine shall make quarterly reports for their voters, while the latter shall evaluate their work. If they fail to cope with the duties, there should be the next candidate to take their place. Then the Deputies will actively participate in electoral districts and protect voters´ interests.

 

 

 

"I see the root of the elections problem in the system that caused a gap between the authorities and society. Furthermore, if we declared Ukraine as a democratic state, the self-government shall be the only and the principal power, on the local level especially", V. Lytvyn summed up.
