The bill (Reg. No.7522) regulates
the procedure of acquiring a travel document for a child, and child´s crossing
the border if there is no consent of one parent. The bill authorizes the wardship and guardianship authorities to give a respective
consent.
The Family Code is supplemented with the clause, whereby the wardship and guardianship authorities can settle the issues to support the child´s right for the freedom of movement. Thus, "in case there is no possibility to reach consent between the parents of a child regarding its leaving abroad, the parent initiating child´s travel abroad shall have the right to appeal to the wardship and guardianship authorities to settle this matter."
The bill "will prevent abuse of the legitimate right of a child for the freedom of movement and child´s representation by the parents, solving the problem of evading the parental responsibilities in part of the child´s rights for the freedom of movement."
