Legislative Support of Agrarian Reforms was tackled at the Round Table Discussion on the Agricultural Sector

"We are definitely worried about the situation in the agrarian sector. The attitude to the problems of the land market is obviously ambiguous," V.Lytvyn stated.

 

The representatives of the farm enterprises dwelled upon the topical issues concerning legislative support of the agricultural sector and land relations. The most pressing issue is the period of the effective moratorium on the purchase and sale of agricultural lands.

 

The participants of the hearings stated that lifting of the moratorium should protect the domestic producers from the possible negative consequences of an open turnover of agricultural lands.

 

The mechanism of a long-term government credit accommodation for the agricultural producers is an essential prerequisite of an open land market in Ukraine.  

 

The participants of the hearings drew attention to the defective mechanism of land auctions for the right to the lease of land plots. The speakers believe that traditional lack of floating assets results in the situation, when "powerful financial circles obtain the right for lease, being interested in getting maximum profit from the agricultural production, and not investing any part of this profit in the support and development of the rural infrastructure."   

 

The attendants also debated the government grants for the production of vegetables and animal products.

 

V.Lytvyn suggested that attendants of the parliamentary hearings "Land in Ukraine: Situation in the Land Sector, Legislative Support of Land Relations, and its Realization" scheduled for March 23, 2011 should focus on the topical matters, "hold a serious talk, and offer a comprehensive vision of the problems." Then, the Chairman of The Verkhovna Rada of Ukraine deems necessary to enhance the legislative support of the agricultural sector.
