On March 18, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, registered the bill on amendments to the Standing Orders regarding personal voting by means of a touch-sensitive key.

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, made this statement in the interview to Channel 5 on Sunday.

 

The Head of the Parliament hopes that "neither the Committee on the Rules of Parliamentary Procedure, nor the deputies will insist that such resolution be adopted by amending the Standing Orders." He expects the Verkhovna Rada to endorse the bill, putting the upgraded Rada-3 system in operation.  

 

V.Lytvyn explained that he was not authorized to put this system in operation by his decree, as the applicable version of the Constitution of Ukraine deprived the Chairman of The Verkhovna Rada of the right to organize the parliamentary work, which is incumbent on the Committee on the Rules of Parliamentary Procedure.
