Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, Irene Degutiene, Speaker of Seimas of the Lithuanian Republic, and Bogdan Borusewicz, Marshal of the Senate of the Republic of Poland, signed the Declaration further to the 4th Session of the Inter-Parliamentary Assembly of the Verkhovna Rada of Ukraine, Seimas of the Republic of Lithuania, Sejm and Senate of the Republic of Poland

The Declaration reads, "Being convinced that development of the inter-parliamentary dialogue in the humanitarian dimension will significantly supplement the current mechanisms of bilateral and multilateral cooperation, members of the Inter-Parliamentary Assembly of the Verkhovna Rada of Ukraine, Seimas of the Republic of Lithuania, Sejm and Senate of the Republic of Poland

 

welcome the efforts taken to develop strategic partnership between the countries by boosting the dialogue between the civil societies with attraction of broad circles of intellectual elite, cultural figures, journalists, and representatives of the non-governmental organizations;

 

declare the importance of development of joint non-governmental institutions such as Ukrainian-Lithuanian Humanitarian Forum and Ukrainian-Polish Partnership Forum as a new and special format of interaction aimed at improving the atmosphere of friendship and mutual understanding and rapprochement promotion;

 

stress the importance of implementation of common projects in the humanitarian sphere to strengthen the stands of Ukraine, Lithuania and Poland in the international field;

 

call for uniting the efforts at the level of people´s democracy to support European integration of Ukraine, facilitate reciprocal visits of the citizens, and foster interpersonal contacts;

 

strive for strengthening security and stability in the neighbouring states, declare willingness to exchange the experience in European integration, and call for active support of the implementation of the "Eastern Partnership" policy on the part of all EU member states;   

 

call for taking action to provide the opportunities for Ukraine and other countries of the "Eastern Partnership" to participate in the common educational and scientific research programs, as well as in the sphere of cultural and civil society development;  

 

welcome implementation of the educational projects, including those of the Eastern Europe University, which foster direct contacts between the educational establishments and academic institutions, scientific research of the historical past, and analysis of the current economic and political processes;  

 

support participation of students and pupils in the youth exchange programs, and arrangement of the legal base for such exchange;

 

call for comprehensive realization of the rights and needs of the national minorities which play a key role in the development of good neighbourly inter-state relations;

 

support further study of common cultural and historical heritage of Ukraine, Lithuania and Poland connected with the centuries of common history;

 

call for organizing and holding joint events to celebrate the 390th anniversary of victory of Ukrainian-Polish-Lithuanian troops in the battle of Khotyn, and 100th anniversary of birth of Czesław Miłosz;

 

support common nomination of the cities of Lviv and Lublin for the status of cultural capital cities of Europe in the year 2016;

 

stress the importance of further commemoration of historical memory, overcoming of stereotypes concerning controversial moments of common past, and continuation of the lasting processes of reconciliation and unity;

 

draw attention to the 25th anniversary of Chornobyl disaster and agree to take common action to implement the nuclear power engineering projects in the region and the neighbouring states in strict compliance with the international security requirements; 

 

declare the willingness to continue development of the concept of "common archival heritage."
