The Verkhovna Rada of Ukraine adopted the Bill "On the Fundamentals of Corruption Counteraction in Ukraine" (except Specific Clauses and Chapters) in the Second Reading

The bill (Reg. No. 7487) sets the fundamentals of corruption counteraction in the public and private spheres of social relations; regulates reimbursement of losses or damage inflicted by corruptive infringements, restoration of violated rights, freedoms or interests of individuals, rights or interests of legal entities, and interests of the state.

 

The People´s Deputies recommitted clause 1 (definition of terms), 11 (special assessment of the persons applying to the offices related to the realization of functions of the state or local self-government), 12 (financial control), and the chapter "Final Provisions", which shall be resubmitted to the second reading.  

 

The bill covers the fundamentals of corruption counteraction. Under the bill, corruption counteraction is based on the following principles: supremacy of law;, legitimacy; comprehensive legal, political, socio-economic, informational and other actions; priority order of preventive measures; unavoidability of responsibility for corruptive infringements; openness and transparency of activity of the state authorities and local self-government bodies; participation of the public in corruption counteraction, state protection of persons supporting such actions; restoration of rights and legitimate interests; reimbursement of losses or damage inflicted by corruptive infringements.
