The Committee on Judicial Policy concluded that the Bill on Amendments to the Criminal and the Criminal-Procedural Codes of Ukraine (re Introduction of Capital Punishment) contradicts the Constitution of Ukraine and other Legislative Acts

Alekseev, and V.Bevz, strengthens responsibility for the commitment of a murder of first degree, introducing a new type of punishment capital punishment. The bill amends the Criminal and the Criminal-Procedural Codes of Ukraine.

 

Roman Kniazevych, People´s Deputy of Ukraine, stated that the Constitution of Ukraine is of the supreme judicial power and its norms have a direct effect. "The Fundamental Law states that an individual, their lives, health, honor and dignity, immunity and safety as of supreme social value, while strengthening and protection of human rights and freedoms, the right to life included, are guaranteed and protected and can not be abolished. However, the amendments in question cancel the above-mentioned norms", the People´s Deputy emphasized.
