The sitting was held in the framework of
preparation for the parliamentary hearings "Land in Ukraine: Situation in the Land Sphere. Legislative
Support of Land Relations and its
Implementation" scheduled
for March 23, 2011, as stated by the Verkhovna Rada of Ukraine
Resolution No.2922-17 of 13.01.2011.
Hryhorii Kaletnik, Head of the Committee, opened the sitting and stated that the following essential steps to reform the land relations in Ukraine have been taken: restoration of land to private ownership and valuation of land, privatization of more than two thirds of agricultural land. According to him, more than 6,9 million of citizens received certificates proving the right for the land plot, nearly 6,5 of farmers (94,2%) received the tools for land use instead of the certificates, nearly 19,7 million hectares of agricultural land are in the ownership of 25 million of citizens. The Chairman of the Committee also declared that the state had lost its monopoly right on land plots: in the beginning of the year 1992, the total land fund of Ukraine was in the state ownership, while the governmental share currently comprises 48,9%, the private share totals 51,0%, and collective share - 0,1%.
The People´s Deputy stated that drastic changes in the valuation of land as a national wealth, appearance of effective owners interested in and able to use agricultural land rationally, and incorporation of land into the economic system are restrained by a number of factors due to the unregulated issues of legal, organisational, and economic character. Therefore, the solution of these matters shall support dynamic development of newly formed economic formations in connection with the effective use and protection of agricultural lands.
The Chairman of the Committee expects Ukraine to avoid "extreme solutions" concerning formation of a land market, and adopt effective normative-legal acts.
Valerii Bevzenko, Deputy Chairman of the Committee, focused on several problems in the sphere of land legislation. V. Bevzenko deems necessary to improve the applicable legislative norms on land development and land distribution.
Participants of the meeting discussed several issues on the formation of the agricultural land market in Ukraine.
