Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that Amendments to the Fundamental Law should be tackled by the Constitutional Panel involving the Constitutional Law Experts

 

V. Lytvyn made this statement in the interview to the Business periodical.

 

According to him, the relevant amendments "shall be drafted and introduced by the professionals and those whose status corresponds to this task." "We shall form a body entitled constitutional commission or assembly. It should be a union of people who understand the nature of the constitutional process, are able to think continentally, are experts in the constitutional law, and are not engaged in political games", he believes.

 

V. Lytvyn is convinced that "there should be no people interested in drawing authority over to one´s side; they shall draft documents for the state instead of politicians, for the future instead of the present political environment." When the appropriate document is ready, it shall be put to the real discussion and review of the Venice Commission, being thereafter submitted to the Verkhovna Rada of Ukraine.

 

"It is obvious that it should be an agreement between the state and society, thus we would have an effective legislation," the Chairman summed up.

 

Asked by the journalists, V. Lytvyn explained that he deems unsuitable putting text of the Constitution to a referendum. "We should put to a referendum close-end questions that can be answered simply by ‘yes´ or ‘no´." For example, issues on parliamentary personnel, terms of authorities, but not an entire text", he stated.
