During the Eighth Session of The Verkhovna Rada of Ukraine of the Sixth Convocation, The Committee on Science and Education plans to scrutinize 61 Legislative Acts

The Committee plans to scrutinize 26 bills on education matters, 16 bills on science and research-technical activity, 19 bills on intellectual property, innovational activity, and informational support.

 

Among the bills on education, the Committee plans to scrutinize the bills on higher education (Reg. No.No. 7486, 7486-1 (alternative), which suggest a new version of the Law "On Higher Education," as well as the following bills:

 

On amendments to the Law "On Preschool Education" (on strengthening of the rights of subjects of the preschool education) (Reg. No.7193);

 

On amendments to the Law "On Compulsory Secondary Education" (regarding acceptable teaching loads) (Reg. No.7188);

 

On amendments to the Law "On Higher Education" (regarding improvement of the conditions for the activity of higher education establishments) (Reg. No.7174);

 

On amendments to clause 19 of the Law "On Protection of Childhood" (regarding higher education for children from large families) (Reg. No.7067);

 

On amendments to clause 57 of the Law "On Education" (regarding social secutiry of the academic and teaching staff) (Reg. No.6701);

 

On amendments to clause 11 of the Law "On Compulsory Secondary Education" (regarding the moratorium on closure of village schools) (Reg. No.6615).

 

Among the bills on science and research-technical activity, the Committee plans to scrutinize the bill on amendments to several Laws of Ukraine regarding Scientific Parks (Reg. No.6553) (second reading). The bill regulates economic activity of scientific parks, determining the legal entities granted the state assistance in the implementation of the research parks projects as envisaged by the effective Law "On Scientific Parks." The bill also specifies the principles on lease rights for the property of higher education establishments and/or research institutions. The amendments to the Law "On Scientific Parks" state that the projects of scientific parks, implementation of which needs state assistance pursuant to clause 19 of the effective Law, shall undergo specialized state registration in the order established by the Cabinet of Ministers. The projects of the research parks implemented at the expense of the scientific park or its partner funds that do not envisage the state assistance pursuant to this Law are not subject to the state registration; the bills on ban on use of GMO in Ukraine (Reg. No,5286) and on proclamation of the territory of Ukraine devoid of GMO (Reg. No.4175-1), the bills on certification of academic and teaching staff (Reg. No.5267) (second reading), on amendments to clause 15 of the Law "On Research and Research-Technical Activity" (Reg. No.4271).

 

As to intellectual property, innovational activity, and informational support, the Committee plans to scrutinize the following bills: on amendments to certain Laws of Ukraine regarding regulation of separate issues in the sphere of intellectual property (Reg. No.7526); on amendments to the Law of Ukraine "On National Program of Informational Support" (regarding preparation of the annual program for the next year) (Reg. No.7505); on amendments to several Laws of Ukraine regarding priority areas of innovations (Reg. No. 7333) (second reading). The bill provides for the concentration of intellectual and financial resources in the priority areas of innovation development to support production of high-technology science-absorbing goods, its sale at the domestic market and accession to the global market. Namely, the bill specifies the priority areas of innovations, and cuts their number to five sectors. The Cabinet of Ministers of Ukraine shall set and adopt the mid-term priorities of innovation activity; on amendments to several Legislative Acts regarding the intellectual property (Reg. No.7205) (second reading). The bill improves the relations connected with acquisition, realization and protection of the intellectual property right on inventions, useful models, design inventions, marks for goods and services, masswork rights, and geographic names.

 

The Committee is to hold an off-site sitting to discuss the work of the state executive power bodies and local self-government bodies in Luhansk region concerning authorities in the sphere of education.

 

The Committee plans to hold the hearings "Higher Education in Ukraine: Current State and Reforms."

 

In the course of the eighth session, the Committee members will participate in several conferences, seminars, round-table discussions and other events.
