Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, supposes that removal of the moratorium on the land sale shall be preceded by land inventory and market value assessment.
Asked by the Holos Ukrainy newspaper about the moratorium on land sale, V. Lytvyn responded that free sale of land was currently inappropriate. "It is impossible, as it should not lead to the legalization of all shadow operations. I am convinced that one can not use the moratorium as a shelter. Moratorium is partially effective, although the land has been almost completely sold with the use of shelter method", he stated.
V. Lytvyn deems necessary to take the land inventory in all the townships as soon as possible, performing its market value assessment. "Then, we may speak on land market and define the terms of it. A land bank shall be set up. If a person wants to sell land, it shall be done with the help of the bank, with definite price for 100 square meters", the Head of the Parliament explained.
