Volodymyr Lytvyn: Adoption of the Pension Reform should be Non-Mandatory and Reasoned

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, expects the Housing Code to be withdrawn from consideration next plenary week.

"This week, the Verkhovna Rada will withdraw the Housing Code to prevent ungrounded indignation and political confrontation," V.Lytvyn stated.

The Head of the Parliament believes that this resolution will make the developers of a new Housing Code draft the document more thoroughly.

It is also the case with the Labour Code that was first submitted in the year 2003. The document has been reviewed by the International Labour Organization that gave its conclusions. "The Committee should hold the open committee hearings with the participation of all the parties concerned: employers, trade union representatives, and Government officials," he stated. "Trade unions should adjust to the new reality, when the economy is in private ownership, while the state is no longer an employer."

The parliamentary hearings on the pension reform will be held at the Verkhovna Rada of Ukraine on February 16. V.Lytvyn attaches great importance to the parliamentary hearings, when the parliament is listening to the reports of the experts or scholars.

According to the Head of the Parliament, the Cabinet of Ministers has not withdrawn the bill on the pension reform yet, although this document is being adjusted. He believes that "adoption of the pension reform should be non-mandatory and reasoned," even on a step-by-step basis.
