The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends the Parliament to adopt the adjusted Bill "On Moratorium on the Change of Target Purpose of Recreation Lands in Cities and other Population Centers" in the Second Reading and in its Entirety

Опис : C:\Documents and Settings\Имя\Рабочий стол\environ_2.jpgThe bill (Reg. No.2443) imposes a moratorium on change of target purpose of recreation lands. It charges executive power bodies and local self-government bodies with development of recreation territories.

 

Under the bill, the moratorium is imposed on a five-year-term on all the recreation lands irrespective of the property form in cities and other population centers, namely, on land plots of green zones and green belt; lands plots of physical training and sport facilities. The moratorium is not extended on the social relations caused by:

 

major reconstruction of neighborhoods (outland districts) of out-of-use housing facilities;

 

transfer of recreation lands for social needs;

 

transfer of land plots pursuant to the land development projects;

 

project urban construction after receipt of licenses in established order before this Law comes into effect.

 

The bill contains norms on the control over the observance of the moratorium on change of target purpose of recreation lands in cities and other population centers.
